This approach will make sure your details are seen by the right person, not put in a pile by HR. Dont worry if the receptionist says the company are not hiring, she is not the one doing the hiring. She is just (correctly) trying to shield the decision makers from time consuming calls.
The key here is to be polite, but be brave. A personal visit, with CV in hand, or a short phone call, is a cracking idea simply because no one else does it. I could bore you and say it demonstrates initiative but what it really does is force a decision maker to make a decision on you.
Whatever the result, follow it up with a letter and a call. It will not hurt you and it wont offend them, and it will put you in the spotlight
